Paid BIS for 2 months and not using

Me and my wife both upgraded 2 months back and got phones without BIS. The sales person told us we don't need to worry BIS will be cancelled and due we newer get our invoices we newer suspected BIS still active only thought maybe some extra costs that has gone off on our accounts. Its cancelled now and the operator at customer services told us they will "have a look" to refund us...?? and also what is it with this new look for me look for u... just adding it to your account taking your money without informing them its been activated.
