Free minutes or not

Am having a problem with using Cellc minutes on some Cellc numbers they work but on some they don't there is this one number is a Cellc number but they don't work when I call it and when I call the call center they do not give me any help at all and am sure they are not doing anything about it because when I call they keep giving me case numbers but no solution need help
