Mysterious billing on a top up contract

Long story short -my mom has been on a top up data dongle for the last two years. She gets 2G a month which she seldom, if ever gets thru. When the data is fin she cannot get onto the internet & buys a prepaid voucher to recharge. Now she has received an account of R3000 for data usage. Data which she has not been used by her. The shop asst has come up with various explanations which does not add up and just raises more questions. Question is: why a bill now- after 2 years? And how can a prepaid account suddenly be changed to a open contract by itself and without permission? Date leakage is not unheard of, but it is impossible on a prepaid contract? The asst also blamed her prepaid cell phone of sucking data from her laptop?? how can this happen on a prepaid cell which has never been paired with the laptop? The contract is on my sister in laws name and the cell is Rica'd to my mom.
