Expired Prepaid Data Disconnected while in use

I bought a 2 or 3 Gig data with SIM card and USB Stick Speed in 2012. It expired in April this year. I always use it for Internet and if data is finished, I recharge by buying data bundles using my FNB account. The data is loaded automatically. I don't have to buy airtime, remove the SIM card from the device and put it on the cellphone and load airtime and buy data. But two weeks ago my device stop working and it had about 350 MB on it. I couldn't access the Internet. I went to Cell C at Clearwater mall. I was told that my device was disconnected because I never used to make call since expiry of the original 2/3 Gig Prepaid Data. I was told that to keep it active, I must use the SIM card to make one call a month. I was furious because I always use my device for data. Why should I take it out, put on a cellphone and make a dummy call to keep it active. Can't Cell C tell that I am using it as load data bundles and use them up for Internet? Cell C must get serious! I am not prepared to make dummy calls to keep it active as Internet usage is enough, otherwise I will raise this issue with ICASA if they disconnect me again.
