Reoccurring ADSL issues

I've been having ADSL issues on and off for more than a year now! I have a 4 mbps line with very good SNR and low attenuation but intermittent CRC errors and synchronisation issues it seems. This regularly results in speeds lower than modem speeds! And No, it is NOT my router or my ISP!!! I have tested with 2 different routers (Cisco / Billion) and 2 different ISPs (MWeb / Axxess) with the same results so the problem is not at my end!!!

What really boils my blood is the fact that my faults keep being closed (with status "restored") but I am yet to see a technician at my premises, THE PROBLEM HAS NOT BEEN RESOLVED!!!
