Terrible ADSL Service For Months

Since our line was upgraded to 2Mbps around September last year as part of the Telkom free upgrade program, our ADSL service has been atrocious. We have contacted our ISP - MWeb - we consistently say that our line attenuation is far too high (67.5 downstream | 41.4 upstream). We have called into the Telkom call centre at least 5 times to address this, but each time we are either told by consultants that they can not pick up any faults on the line, or that a technician will be sent out to sort out the problem. On two occasions technicians were sent out, were said to have "resolved" the problem, but the service has remained as terrible as ever. We have had 1Mbps ADSL for quite some time before this, which was perfectly stable, but now even downgrading our line speed all the way down to 512Kbps does not fix the issue at hand. Through my own research, ADSL line attenuation should never be as high as our line's is if one wishes to receive a stable service, but absolutely no one at Telkom seems to grasp that fact. We are paying for a "service" that sometimes results in 13 000ms pings and 0.01Mbps download speeds. That's purely unacceptable.
