Extortionate Roaming Fees, extremely poor service

I ph'd cell c to activate roaming while in Germany for a week. The cust service agent who had poor use of English, read (with difficulty) the t&c's to me. I had an idea that it would cost more than my usual -R500/my bill but wasn't given ANY idea as to HOW MUCH! I've come home to a bill of more than R6700 & services suspended. My ph was only for 4 days while abroad. They say it cost R1700 for one minute of GPS use! In my opinion, it doesn't matter how wealthy you are, that is a RIDICULOUS amnt! Also, according to T&C's, your acc limit in S.A. falls away & you can incur any amnt while abroad. Surely the consumer protection act says not? After a heated discussion with cell c I was told to pay half the bill to have services restored, as my phone has been CUT OFF since back in SA (cant even receive calls or sms's!!). I have paid this and now they tell my I need to wait for my next statement before they can activate my account - is this because there are MORE charges to come?! The ph bill cost almost the price of the airline ticket - WHAT NONSENSE!
Cell C, how about a negotiation here?! I ALWAYS pay my bills. check my history, I'm being made to feel like a criminal!!
