Confirmation Lette

Good day
My father settled his account 15th August 2013.

I made a call to the 087 740 1200 last week to request a confirmation letter to show that the account has been paid up. The female told me she will email it, but didnt.
I called again this afternoon and this time a male told me that my dad has to wait 21 working days for such a letter.

Please tell me why is this waiting period neccessary??
