CEELULAR PHONE RETURNED BUT STILL BILLED

About 2 months ago I ordered a cellular phone on-line form Vodacom. When delivered i received 2 units and contacted vodacom immediately. They indicated the second unit was cancelled and the unit was picked up by the courier company on the 15 July 2013. in that same week I was billed for activation of 2 lines. i called again and they informed me that the second line was not cancelled, so i cancelled it again. Month end came and I received my bill where the activation was double and the first monthly instalment was double, I called vodacom again and i was informed that the line is still not cancelled. Spoke to Tracy who confirmed that the line will be cancelled in the next hour which was on the 14th September 2013. i also requested a refund of the R147.96 and the R308.50 which was for the activation and first months billing. So today i called to ask when i will get my refund and i was informed that the line is still active. How many times must i call to cancel this line??? Can you PLEASE cancel the line (0764107687) and arrange for my refund. i was suppose to get my refund now as it was logged on the 14th for the third time. I DO NOT HAVE THE PHONE!!!
