BILLING WHEN NOT CONNECTED

I ordered an ADSL line in December 2012 as I was on leave, which would allow the Telkom guys to fit the line. I was told when I placed the order that I would need to call Telkom inorder for the line to be connected and will be provided with a password, after it was fitted. I received my January bill and I was billed from 19 December 2012 - 11 February 2013. I still have not connected to this day as I was away on holiday and only received my laptop today. Why am I paying for a service before I have even connected to it.? I refuse to pay for the following costs R112.06 R144.74 R86.84 R86.84 R2.36 = R432.84 VAT R60.60 = R493.44
When I connect you can bill me according.
