Still awaiting feed back on enquiry

I applied for two Black Berry 9320 on the 12 August 2013 on line (on the Cell C web site). The advertised package was on top up inclusive of BIS. Both my phones dont have the free BIS, I would like to enquire the following:
1. On the 12 August 2013, was the Black Berry 9320 advertised as inclusive of BIS? (on the Cell C web site);
2. If so, why was I not offered the BIS even after I specifically applied for that package?

I feel like Cell C advertises bias packages to get customers to apply. I request response, ignoring my enquiry will not make me go away. I will approch the consumer commission to get assistance.

I called again today and was put on hold for over 20 minutes. I demad attention and response.
