Extremely slow Internet

Using Ping plotter, I regularly get 1300ms on the first hop to the exchange here in Tokai. Its obviously congested every day when people come back from work from 5pm onwards.

the internet is barely useable.

please upgrade the infrastructure to give me the product I payed for otherwise I shall have to downgrade/move to Seapoint or complain to ACASA. are you not falsely advertising by saying you can provide me with something which I pay for, but then don't provide it? sounds criminal to me.
