Bad communication leads to extra charges

Since my first report which was over 2 weeks ago still no one of cell c has communicated to me, i even called to South Africa and no one can help me with my request. All Cell C wants is you money for absolute service. i am sure they will bill me agian due to their bad customer service.
what do i have to do to get a reponse from these people?
i need someone of Cell C management to contact me asap
