In consistency, poor service delivery

I have 3 lines with cell c, my first frustration is the fact that three months back i called in and also went to the southgate branch where i requested my debit orders to be cancelled and prefered to pay in cash, This was never actioned and my account was contiouusly being debited and causing me bank charges, I then emailed AGAIN on he 1st requesting this to be changed to cash a response wasreceived from busi Tshabangu on the 8th AUGUST stating its now being done. I then made manual payment on two of my lines and called cutomer care whre i politely asked the Supervisor to re open my primary number 0795637721 and that payment will be made on the other line outstanding, I then was advised that no lines can be opened till the third one is paid. Ny concvern is where is the consitency in your rules as last month payment was also made to 0795637721 and i had no hassels in having this line activated???
