Lack of information

My cell phone has been locked since the 24th of July. I have been calling vodacom customer care a lot more than any human should be forced to. I dont get any information from anybody as to why my line is locked. People promise to send me contact numbers and reference numbers but I dont recieve anything. How is anyone supposed to get anything sorted out while this level of information.
Either the consultants speculate (like the person i spoke to this morning) or just never get back to you. I am trying to get an issue sorted out with absolutly no one willing to assist.
I am at my wits end.
