Vodacom's monthly contracted data bundles can be utilized month by month, and they remain available for the next month, but before you can use up in the following month the data bundle of the past month, you are obliged to first use the data bundle of the new (current) month, and only after the current (new) data bundle has been fully utilised, the data bundle remaining of the past month will be utilised.
That means that for the next following month, the possibly remaining data bundle of two months ago has expired and is not available to you anymore.
ICASA has specifically stated that whatever the service provider has sold to its client, must be available to the client in full, with no deductions or restrictions whatsoever. Meaning, it's not a case of milk getting sour and requiring an expiry date, or so. However, whatever ICASA or any other regulator might stipulate, the service offered here by Vodacom is of such low value, they should be ashamed doing so and are not worth considering to do business with.
