Canceling a dead mans contract, and making the pay

My father passed away at the beginning of the month and as one would do a few things need to be cancelled. One of them being his cell phone contract. My mother went into the store to esquire the process to be told that she would have to either pay up the balance or take over the contract. Surely this is not how it is done.
