Unnecessary throttling of BIS

Four months ago, Cell C had sent me a text message saying I had been throttled. Of course, I took it as spam, thinking some just wanted attention. Unfortunately for me, since the middle of April, my downloads have been terribly slow. I've called the call centre multople times, and they've been absolutely no help. After a few weeks, I decided to look up what "throttling" is. Apparently, Cell C only throttles people when they have downloaded over 5 terabytes of data, and I've never even come CLOSE to that. I told them, and they were still no help. So, that's why I'm here. I hope you can help.
