Blackberry BIS Throttling

On the 15th of May 2013 I received an sms to inform me that my BIS is being throttled due to excessive use. I did use it a lot and was fine with the penalty.
A month later my line was still throttled and no-one was able to tell me when it would be opened again. Eventually I found a consultant who told me that 21 days is the normal waiting period, another told me 30 days, another told me until the BIS recharges and yet another told me that it is a month and 10 days.
This was frustrating as no-one seemed to know what was going on, yet I was still being penalised after ALL these time periods had elapsed.
Eventually on the 25th of June a consultant gave me a case number (SD113698) and told me that it should be fixed within 24 hours. 48 Hours later, with nothing changed, I phoned again only to be told that "there seems to be a general problem on the network in that throttling cannot be removed, please be patient we will let you know when it is resolved".
It is now more than a week later and still no word, and still my phone is very very slow.
I would really appreciate if this can get fixed now.
