Porting of Mobile numbe

My son, Nathan, ported his mobile number from Cell C to MTN. He did this @ Mtn Meyerton. Went with all documents required. The person who did the transaction allocated his number to a new SIM card, which she eventually said was faulty and gave him another SIM card and destroyed the 1st card. It would now appear that the 1st card was not faulty and could have been used and the Mtn system recognises the 1st card, which we don't have. We have tried for a week to get Mtn to recognises the 2nd SIM issued, without any success.
Can anyone help without sending him from 1 department to another, nobody wants or is in the least bit trying to help.
