Heavy terms and conditions - one size fits all?

On Saturday I walked into the Cape Gate store, asking about your SmartInternet 1.5GB plan for R69 pm. I have an iPad so require a sim-only deal, and being on wifi at work and home, I don't need a lot of data.
To my disgust the assistant told me I needed my id, utility bill, salary slip and 3 month's bank statement. For R69 pm?? Seriously? This seems over-kill for such a small amount. I have been a Telkom subscriber for more than 15 years and have uncapped ADSL at home through Telkom Internet. Surely my record could have been checked that way? To expect a salary slip and me to go to the bank for a 3 month statement really doesn't make sense considering the amount involved.
I am an MTN subscriber and although your prices are better, for ease of process I'll rather take out a 1GB / 2GB contract with them.
I know I am only one person, and it's a small amount, but to apply one set of requirements across the board is really not effective.
