Unresolvable billing querie

Some years ago VSP recommended to me that I instigate a voluntary call limit on my number. This I duly did, and confirmed that this would work seamlessly in conjunction with Vodacom Passport. My VCL was set at R850.
In March '13 I was billed R4 302.32 - no VCL protection here! I lodged a query, but did settle the amount which I felt I was liable for.
I received a reply with the breakdown of the bill (reference 5643977), which was not particularly helpful as I had the invoice. I replied to that feedback pointing out that my neither VCL nor my VP operated. 14days later I again emailed the lady in question, pointing out that the issue was not resolved AND she had not replied to my last email.

A week later I got cut off. The accounts people reopened my line pending the resolution of said dispute. They have done this THREE MONTHS RUNNING as I get zero response. The last communication, 3 Saturdays ago, ended in the original signed document being promised to me - of course I have heard nothing.

I am at a loss as to how to resolve this, other than coughing up a bill for a service that does not work. I phone, I email - no solution. I have had the same number since '98!
