I refer to a previous H.P thread (https:///complaints/unresolvable-billing-querie-1110915). The reply:
1 The call limit service is not guaranteed from a technical point of view. If for any reason the limit is not implemented, you are still liable to pay for usage on the account.
5 Call limits are also not implemented while roaming outside of South Africa due to the time delays in billing records.
1) The service WAS RECOMMENDED TO ME as a solution for exactly this issue of high roaming rates.
5) This was recommended to me for explicitly this reason!

The nett result is that I used my device under the belief that I had done everything possible to safe-guard myself (at VSP suggestion). I had gone to VSP requesting advice, and complied. I was never informed of the limitations, in fact it was implied that this was the solution to any larger than wanted invoices!

Further, since March, I have requested 3 times to see the document which I signed, and have been promised - to date this has not been produced.

This is akin to me saying: "I undertake to pay the invoice, but in some situations I won't"
