Useless contract, paying but getting nothing

My phone was soft locked in which i made an arrangement to pay 75% of the amount owing as agreed with the consultant. Payment was made and line opened for 1 day after that the phone was locked again. I had been using the free minutes allocated to me in the 1 day period so i dont understand how i couldve exceeded the limit again in a matter of 1 day. I've been billed an average of 1500 a month which up to this day i dont understand how i could pay that much for data. I asked for an itemised statement, still not received. Why would vodacom lock my phone when there is an arrangement and debit order to collect at the end of the month? Its the 7th of the month, i paid 860 and i'm told i still owe 2000 for the month. It doesnt make sense, am i being ripped off? None of the consultants have been able to expain what the is going on.
