Bad service

Hi there
My problem is I PAID my fone and not my sons because they writing exsams, my fone is lock had n call barrier on my fone, I call help line three times the first one was rude on the fone the second one sed she will activate my fone and third one said he cant activate my fone, my questing is I paid for service but don't get the service. please help
