Incorrect billing

Web Africa allows another company to use our account and then call us up and demands payment for the outstanding bill and Threatens to disconnect our hosting services. We pay them the outstanding balance to discover they have let another company used the hosting services and now they don't what to refund us.

They agreed on Friday to refund our firm the amount paid but now they do not want to refund us.
