Account for high useage on a 2 gig topup data

In December 2012 i took out a data bundle for my son of 2 gig and told them to make a top up when data is finished. everything went off normal for 3 months. begin May a sms on his computer came through of high usage for data. I phoned the call centre, told me that outstanding balance on account is R21 279-66. usage of the bundle is on 21 gig for April. i told them there must be a mistake, because it is a top up and stops at 2 gig. they said it it was never loaded as top up. My son stays in Steenbokpan, 30 km from Ellisras, the signal there is always on edge if there is signal it is very weak. how in life is it possible to use that amount of data on edge. the person i spoke to at Vodacom said it sounds impossible and a ref no will be sent to me and an investigation will be placed and they will get back to me with outcome. up to date no ref no has been sent to me and no one has contacted me regarding this. I have phoned the call centre so many times with no joy, no one can tell me what is happening, i get put through from one department to the next, i have spoken to about 15 different people and still no one can give me any information what is happening. pls help!!
