UNABLE TO GET IT RIGHT

I signed up for a top up 99 for 169 pm where I had to hand in a Black berry 8520 for a new 9320 on the 10-05-2013. I contacted the call centre (111) on the 13-04-2013 with following complaint:-The phone works in terms of phone calls and sms's but the BIS (included in the contract as per advert) is not activated. I was told by the lady on the other end SHE could activate it but it would be an additional charge. I opted to go back to the store to confirm that everything was done correctly. I was given a reference number of 2924003348. 14-05-2013 I went to the store and the gentlemen who assisted showed me on the system that the correct option was chosen and that the price of R 169.00 included BIS. He then called some place in Vodacom and they confirmed they do not have anything (but the phone was working). They requested the store to resend the documents in and I had to wait for 48hours. Three days ago (20-05-2013) I called 111, spoke to a Lezley Ann and requested to speak to a manager who never came. After explaining my problem and explaining the fact that the store had done their job Lezley Ann insisted on calling the store again and will come back to me (which never happened)
