Service they offered not activated at my expense

A lady from Vodacom phoned me to say my data usage was on R87.00 and that she suggest I take her promotion offer of R29.00 for 100 megs of data. I said yes, please can we go ahead and put it on. I now go and use my Internet on the phone more regulary because I am now covered. I find out 2 months later that it was not activated. I lodge a complaint with Vodacom and they sms me various Reference No's and say it will take 14 working days to find out who phoned me with the offer... still waiting. And I have still not had it activated so I get great Data bills!!!
The sms's came from Vodacom Advanced Data Support Team, Julian Major.
