No Internet due to lack of funds

I moved from one area to another in January 2013, contacted Telkom to transfer ADSL line, they said no problem, 5months down the line still no internet but I am still being billed for it. Contacted Telkom numerous times and today get told that I must wait until their new financial year in 2014 so that they can upgrade the equipment in the area so that I can get internet access.
