Telkom prevents me from getting ADSL

I live in Hatfield Pretoria, I requested an installation of an ADSL line from Telkom for my flat.

I was informed that the exchange in my area is full and I would have to wait for more customers that request line installations from Telkom to make it financially viable for Telkom to upgrade the exchange.

So in effect I can not get fixed line internet, because I am just an low profit number for Telkom. No one else can install the lines because Telkom has a "legal" monopoly and there is nothing I can do about it.
