No installation after a month of signing up

Hi,
I have ordered a new line with telkom on the th1st of April Today2013.it is now the 4th of may 2013.
Various technicians have come out with different stories why they cannot do the physical line installation.

They presume i must take off from work everytime a tech comes out and i still don't have a line.
I have expressed that i need internet for work at my residential address.

Is this the service that telkom wants to advertise? will they ever come out to install the line this year?
I am very dissatisfied with the service that so far received if you can call it that
