Internet speed slower than dial up speed

I have been communicating via email to cell C, after waiting on the customer care line for 1/2 an hour with no response, regarding my slow to non existent Internet speed at my work location in the CBD of Vryheid (KZN), since the 19th of April.

Since the 23rd, when I received an acknowledgement that my email has been read, I have been sending emails regularly informing them about the problem. I have returned the network feedback form they emailed to me. And I have managed to get through telephonic-ally sometimes only to be told that there is a congestion problem and that technicians will be sent to deal with it.

It is now the 2nd of May, 13 days have gone by and my problem still persists. Is this the kind of service that we should expect from cell C? I have given up an excellent ADSL service and purchased 3 giga 200 prepaid packages at R2000 each for the purpose of non essential mobility, and now realize that this company does not meet the standards of provision that is expected of South African communication companies.

I would like to ask the management if I should expect a quick resolution or perhaps proceed on to ICASA so that I may recover the money that I invested in them.
