Unable to open a new contract with cell c

I have been to the Cell C branch in Carlswald three times now and I have still not received a finalized contract. The staff have not been helpful at all and have had a bad attitude. I have been constantly calling and checking up if my contract has been approved but have not received any news yet, just a bad attitude.
