Equipment switched off too early?

I was training at the Gardens gym on Tuesday 01 October 2013. After using the treadmill, at around 9:35 pm, I went over to use the cross-trainer machine only to find they were all switched off (from what I could see). I had to find the hidden switch, switch it on and wait approx 1-2 minutes for it to startup.
Although the gym wasn't busy there was a reasonable number of members at the gym at the time.
I would like to know if this is normal practice to switch off all equipment of a certain type well before closing time which is 10pm. This was more than 20mins before closing time.
This is the second time this has happened to me at this gym. On the previous occasion I had to go to reception to request assistance as I had no idea where the switch was.
I haven't experienced this at other Virgin Actives.
