SHOCKING SERVICE/PERSISTENT LATE DELIVERIES

This seems to be an area where they can NEVER improve. We buy on average 2-3 pallets of cake flour every delivery so size of the delivery is not the issue, but that's not the point. They seem incapable of getting things done right.
After numerous calls to the sales rep, Wesley, who continually promises early deliveries, the delivery still hasn't arrived. Its 4pm in the afternoon. We have made calls to the dispatch department, and all they can tell me is that the order has been dispatched- they are TOO LAZY to call the driver and let us know whats happening.
Communication is key. If they are unable to deliver at a requested time, they HAVE to inform the customer.
ULTIMATUM: Either get your orders here on time, or we'll take our business elsewhere! Lets see if your company cares about your customers!
