Paying for service not being received

My husband purchased the Ipad mini for me as a birthday gift 28/02/2013 at Dion Tygervalley at the Vodacom counter. On the 01/03/ went to Vodacom to setup the ipad bt the sim wasn't registered. We went back to Candice assured us that she will register the sim card. The weekend past and nothing happened. The follow week 07/03 we went into the store again, we were once again told that she would register the sim. 09/03/ I was still unable to connect, my husband called the store again and he was advise that the sim wasn't registered, they asked us for all the details which we provided. Recived a call from a colleague of Candice calling to confirm the details again, they called us 3 times to confirm the details. Then called back again to advise that it should be working. I was able to connect to the internet for a few days then I wasn't able to again. Yesterday we went into a Vodacom shop thinking something was wrong with the Ipad, only to be told that the sim wasn't register. We went back to the Dion Tygervalley only to be told Candice is not in and she's the only one that does the registration. No offer 2help sort out this mess just shifting responsibility. Im paying for service not receive
