A national retailer not willing to allow exchange

Today is the 2nd time the staff at this branch have refused to allow an exchange. Last time it was for a purchase made at the Sandton City branch and today for one at the Cresta branch. I received a bag as a gift, but I wanted to exchange the colour. The first person who helped me had no issue and even took me to the stand where the bags are kept so I could choose a different one. When I returned to the counter, she was gone and a lady who barely looked up refused to exchange it, telling me to go back to Cresta. REALLY?? Since when does a national retailer not allow an exchange of an item with the price tag on? I went downstairs to the branch in Sandton City and they were happy to exchange it without any issue. So what is the problem at Mandela Square?
