Can not account for costs

I got married in November 2013 and hired a dress from Eurobride in Moreleta park.
I had to pay a R1000-00 refundable deposit. I returned the dress well within time but was refunded only R300-00 about a month after returning the dress. (their policy states that you will be refunded within 14 days after returning the hired goods). When I requested prove of the costs that was not refunded, they replied that the dress was extremely dirty and that the hem was torn. I explained that I wanted a detailed invoice of the costs, since I am indirectly paying them. They could not provide me with this information even after numerous emails and explanation of what I requested. (They just made up the amount which they thought was fair).
The hem at the bottom of my dress had about a 2 cm torn in it and my dress was not overly dirty, just the normal dirt at the bottom, inside of the dress from the dress dragging on the ground when walking.

This is totally unacceptable, they charged me R700-00 for something that they could not prove to me and without invoicing me.
I will not recommend them to anyone.
