Opening of New Account

I applied for my old account to be closed and applied for a new account to be openend on 02 January 2014. It has been 6 days and the old account has not been closed yet and according to the Kollonade Store my application for new store card has been rejected without reason. Why does it take Woolworths 6 days to close an old account and open a new account and new card?
