Decline vouchers

I received a number of vouchers from my bank. I have used them at multiple outlets wth no issue but at Edgars they were declined. Cashier and then Store management stated that an Edgars account was required. No where on the voucher does it say this and no other outlets required accounts. Furthermore Edgars has us waiting in the queue for around 20 minutes, as you have only 2 cashiers on 31 Dec, this is annoying, incompetent and inconvenient!!
Please advise and rectify
