RICA CONTRAVENTION: SOLD PREACTIVATED CELL C SIM

On 1/12/2011, I bought a 12 month 3G bundle from Edgars Pavilion Store. Cell C Pavilion did a sim swop as the bundle was on a standard sim and my iPad2 required a micro sim.By 30 June 2012 (7 months later) the sim had expired, and I was told (by "Kevin" of Cell C) that this was because I had bought a pre-activated sim. While this is a RICA contravention, I believe the problem was negligence clearing re-used sim numbers, and there was not necessarily any or involved on the part of Edgars or Cell C staff (apart from not refunding me, that is). After complaining to 6 different Edgars and 5 different Cell C staff members, I have not yet been refunded for the 5 months' service I paid for and did not receive. On 5/06/2013 Edgars informed me that Cell C had agreed to refund me, and alleged that Dereshini Mahabeer ("Area Channel Executive at Cell C") would do so. She did not. On 28/06/2013 I was told by Neil Jackson of Edgars that he would "escalate" the matter to a higher management level. The Edgars escalators must be moving very slowly this year, as, once more, no action.
