Disgusting Service - Is the manager ever there?

I bought Tomy shoes from the Greenstone bata store on the 11/05/2013.

Less than a month later, the shoe on the right's insole came loose. Upon taking the shoes back to the store on the 6th of June 2013, a guy told me that his manager wasn't there and only she can authorize exchanges. He told me to come back on the 7th of June (the next day) and promised that the manager will be in the whole day of the 7th.

I arrived at the shop on the 7th at around 14:00 and the manager was not in. My blood already started boiling. The assistant, Pretty, had the nerve to tell me (after investigating the shoe) that it was the movement of my foot that caused the insole to come out.

I could not believe the type of service this store offers!! She then phoned the manager and asked me to wait some more as they are phoning the district manager. After phoning the manager a second time, Pretty started getting the exchange in order.

I am actually shocked that a manager would leave a store with no one to make decisions in these type of situations - How is this acceptable? I am a manager of a restaurant and don't leave waiters to sort out complaints or to tell them that the customer will have to wait!!
