Unfair Billing rules

1. Turn around time for query escalation is poor.
2. I have my mother living with me, she is a dependant, widowed and unemployed. the SABC wants her to pay for her own TV licence seperately. So in other words, my household needs to pay 2 licenses. Is this the right thing to do?!
