Transgressing of CPA/TCF/FSB/ICASA acts unethical

This happened in Feb 2013 as well, now again! My account was in credit (after my payment in May as I was only paying for the decoder care maintenance contract (R8.55 pm) but paying R10 every month thus accruing credit after arranging in April/May last year (2012) to have the M -Net switched off due to my having been hospitalised after a blood clot in my lung and having thousands of rands of medical bills to pay. I have been paying R10 pm for the decoder care maintenance contract as arranged April/May 2012.
I have just received an sms advising me that I have been reconnected which I did not request - the decoder is not even connected - it is in a box in the garage?
This is a transgression of the Consumer Protection Act as well as the Guideline set by the Financial Services board, Treating customers fairly legislation and ICASA rules this modus operandi is most unethical and unlawfull and transgresses many Acts and laws. I will be taking legal action and reporting this incident to the Financial Services board, CPA, TCF and ICASA - This matter was not resolved after an hour on the phone and I will be handing this over to our legal department for further action.
