Failure to explain a deduction from my deposit

I moved out of an apartment rented out by Lencar Properties on 30 Jan 2013. Their policy stipulates that you will receive your deposit in 21 days but in my case they failed to do so. After several calls and emails, I then received my deposit 28 days later with a deduction of R1800. I questioned the deduction and was promised that I will receive a recon to explain the costs. It is now almost 2 months later and i have not received my recon to explain the deduction and yet I left the place clean and their feedback was that the place was left in an impeccable manner. Their justification was that there was an outstanding electricity bill which I am willing to own up to but all i want is to see the recon in order to understand the costs. I have made numerous attempts to obtain this and I do not know what to do anymore. I feel victimised by this agency as this is actually the second time that I am reporting them to Hellopeter for delivering bad service. This needs to come to an end as we poor tenants are victimised and are expected to just accept it.
