Deposit not refunded

I leased a premises form Rawson Property Strand. After a year I cancelled my lease due to the fact I moved to Hermanus. Rawson Property came to the property and did the inspection. They confirm that all was in order at the premises and that I will receive my full deposit. On the 31 May 2013 I handed over key to Rawson Property and requested that the deposit to be pay into my bank account. The rental housing act no.50 of 1999 section 5 (3)(m) stats that the balance of the deposit and interest, if any, after deduction of the amounts, must be refunded to the tenant by the landlord not later than 21 days after expiration of the lease.
