Endless Billing Issues & BAD service!

I am a tenant in one of the complexes run by Citiq (Jikka Properties.) They took over from Angor (Town House Warehouse) a few months ago and I have had billing issues ever since. Last year I was not billed for elec. for 6 months and despite me calling the call centre continuously and emailing them constantly asking why I hadn't been billed, they never rectified the problem. On one particular occasion the call centre consultant actually told me I hadn't been billed because he "thought" we had pre-paid metres??? Eventually when they did decide to charge me, I was billed for 6 MONTHS elec. all in one go which was almost R3000! Then on top of that, they tried to charge me interest for not paying the electricity. Luckily I was in a position where I had just received my 13th cheque and was able to pay the full amount. I was promised that this issue had been sorted and would not happen again. When I got my invoice for end Jan payment - AGAIN I have not been billed for elec. I have now been calling and emailing for 2 weeks trying to get it sorted. Now I have been told "there is a delay between them getting the reading and when they do the billing" and to just put R500 aside!
