Breach of contract and bad service

I have been a tenant of flats controlled by the above stated agency. For the past 2 years as a resident at the Mazabuka flats, the service of this agency has been deteriorating day by day. The price of electricity has gone up twice with no consultation with the residents in a space of 6 months. 2 weeks ago tenants were given laters stating that we need to report visitors after 6pm and pay a fee of R50 a day for sleeping over. Not only is our right to privacy being violated by these incosiderate people, but we are undermined and treated as if we are not paying rent. Thirdly when someone visits at the complex, he/she is required to leave their ID book or passport at the security gate with the securities. With the amount of curruption and crime around sunnyside, this is a risk that I am sure they would not undertake if roles were reversed or if it was their families who are staying at those flats. An idenity document is a private and confidential document and should be kept private.
