ELECTRICITY METER INSTALLATION

I am disgusted at how the above mentioned has no regard for it's tenants, the reason I am writing this complaint is because I am currently occupying a flat at their MALET FLATS (which is owned by them), on the 15/08/13 I recieved a very startling notification stating that all tenants are expected to pay R960 (which none of us budgeted for) by the 30/08/13, this money will go towards installing electric meters for the entire block of flats, what puzzled me is that there was no mention in the reduction of the current rent we are paying because as far as I am concerned that is inclusive of electricity (or else how were we using electricity before?), I was also disgusted by the fact that they stipulated that R600 from the R960.00 will go towards the deposit of the meter, R300 towards electricity and R60 towards administration fees, the last time i checked these flats were owned by them why should we now be paying for the installation of the meters and even worse the administration. They are only willing to give us a two weeks notice however when you move out of their flat they have the audacity to demand a full two months notice.
